The agency says the former president and his allies did not take away several million dollars after the Taliban reached Kabul, contrary to their previous claims. According to the agency’s report, he had also received some unconfirmed information, according to which about five million dollars present in the Rashtrapati Bhavan were lost to the special bodyguards of the former president.

And when the Taliban were moving towards Rashtrapati Bhavan, there was a fight between those bodyguards over the distribution of this amount. And this money was taken from there in three to four vehicles used for Rashtrapati Bhavan.

Cigar’s report also said that the National Directorate of Securities (NDS) was also accused of embezzlement of millions of dollars with the dismantling of the Afghan government. Cigar says that according to a source, $70 million in cash was allocated for NDS operations in 2021. It is estimated that much of this was spent on operations against the Taliban.

According to the source, in the last days of the Afghan government, this amount was distributed among the people, so that they could buy weapons and protect themselves at the local level. But another former official told Cigar that the money was lost on August 14, the day before the capture of Kabul, although Afghan currency was present.

The Cigar report further stated that two officers had money with Ghani when he left Afghanistan. According to the information provided in the report, a security guard of Rashtrapati Bhavan had two hundred thousand dollars in a box.

Similarly, a former official of the National Security Council had 240 thousand dollars in a box during the flight. Some sources have told Cigar that each person had between 5 thousand and 10 thousand dollars at the time of leaving Afghanistan.

According to the report, to take the former president, his wife and some accompanying people from the airport in Uzbekistan to the United Arab Emirates, a plane was given 120 thousand dollars and this payment was made from the same amount. Some Russian sources revealed at the time that Ashraf Ghani had taken $60 million with him in three helicopters while leaving Kabul. But the former president had denied these allegations.
